Definitely not, by design.

You do not start Xen from a system. You boot Xen instead of a regular OS, and Xen immediately starts a virtual machine for Dom0 (privileged domain), maps all hardware to it and receive instructions from it.

You can install Xen without rebooting, but can't just run it. "Run Xen" means "boot another OS".
