After installing the bare driver, CCC will work if you add it later? That's fascinating (and very strange ;D)!
I would definitely love to see that guide. I'm trying things on my own today, but I doubt I'll be successful :P
Just succeeded with an ATI Radeon HD 6870, driver installation was a bit buggy (if BSOD or failed performance, uninstall & try again). Reproduced success with 12.2 drivers, 12.3 I got working once but not since. Usually have to install the driver first (custom not express) then after rebooting a couple times rerun to install CCC & other components.
