And Konrad's patch did prevent kernel from unplugging the emulated devices? I used virtio-net-pci in EFI several days ago it worked fine, so it is possible that there's a bug in kernel. If there's really a regression I would not be too surprise because nobody is actively using it so we're not actively testing this feature. You can try xen_emul_unplug=never in *guest kernel command line* to see if it changes anything.
