I'd go for -users and -devel.

In the OpenStack world I think we need a place to have xenapi-driver 
discussions that are too specific to go on to the openstack-dev mailing list.

Xapi-devel (perhaps with an [OS] prefix) could be a good fit for that sort of 
discussion.

The alternative would be to make yet another mailing list which only a very few 
people on it...

Ultimately, it's all down to what the current developers would find useful.  If 
that list traffic also lets me see what's going on, and make it easier to 
contribute, then that's great.
