I'd go for -users and -devel. In the OpenStack world I think we need a place to have xenapi-driver discussions that are too specific to go on to the openstack-dev mailing list. Xapi-devel (perhaps with an [OS] prefix) could be a good fit for that sort of discussion. The alternative would be to make yet another mailing list which only a very few people on it...
