Turns out you're correct, and the problem is DHCP in the Arch LiveCD guest.

 DHCP client, Opensuse live/install iso on baremetal, network works
 DHCP client, Opensuse live/install iso in PVHVM DomU, network works
 DHCP client, Arch live/install iso on baremetal, network works
 DHCP client, Arch live/install iso in PVHVM DomU fails -- NO network

but

 static IP, Arch live/install iso in PVHVM DomU fails -- network works.

I can install successfully (tho, can't reboot successfully yet; UEFI support in 
DomU issue?).

I'll have to diagnose the Arch DHCP 'vs' Xen Guest later.
