I'm using XCP 1.6 which is on an older 2.6.32 kernel, so I don't think I can upgrade to 3.4.44. If you've had luck with 3.4.44, I may just scrap XCP and try installing a RHEL 6.4 hypervisor with xen. I have xen 4.2.2 packages I can install there with the 3.8.12 kernel. I tried this before, but I was having trouble getting the GPU passthrough to work at all there.

I had the exact same problem on my Dom0 under all of the Kernels I've
tried except for 3.8.11 and 3.4.44. The 3.8 kernel had other issues,
but 3.4.44 works great.

I'm using an AMD card, and whether or not I had the proprietary driver
installed didn't seem to matter.
