Not really.
Dom0 uses it's own diskspace only when administrative tasks are 
performed. It reads executables from it, manipulates config files, etc. 
Even if the access was intensive, the FS cache would save the day.
So, the slowness of the Dom0 disks does not affects the performance of 
DomU machines.
