I solved a similar problem with Windows Home Server 1 doing the same. My Network Card is an onboard RTL8111/8186B PCI Expree which to my knowledge has no offloading capabilities. I disabled other "optimizations" in the xen pv net driver too because I don't know what component actually should do that. Now these connections are a bit faster than the paravirtualized ones ;-) . I don't have much more cpu load in my Dom0.

Turning off Large Send Offload  fixed it :-) Just in case it may be reliant 
it's a
small office and has 100 mbit network.
Speed is now 94.6 Mbits/sec.
