[Xen-ia64-devel][PATCH] support more than 8vcpu for windows sever 2003 SP1

Add two PAL calls and one SAL call.

windows sever 2003 SP1 or SP2 can boot more than 8 cpus on native, but only 8

vcpus in VTI. This patch make VTI has same behavior with native.
