I am wondering about the timeout case here. 

gicv3_disable_redist() has set ProcessorSleep to 1, but returns while
ChildrenAsleep is still 0.
This new error path then calls gicv3_enable_redist(), which clears
ProcessorSleep. 

Could that happen before ChildrenAsleep reaches 1? 
The GIC specification says that transition is UNPREDICTABLE. 
How should we handle the timeout?
