You should put in some extra gdprintk's into the altp2m path of Xen to see how far it gets when you try to enable VE. That would enable us to pinpoint where it gets stuck exactly.

I've added gdprintk into HVMOP_altp2m_vcpu_enable_notify section of do_altp2m_op function, but no output is generated using "xl dmesg". Is there any other place where gdprintk prints?
