Yes.  I have just done so, and checked that it works:

 (cam)iwj@osstest:~$ psql -d osstestdb -h osstestdb.xs.citrite.net
 psql (9.1.18)
 SSL connection (cipher: DHE-RSA-AES256-GCM-SHA384, bits: 256)
 Type "help" for help.

 osstestdb=> \q
 (cam)iwj@osstest:~$
