I picked those two at random to look at.  In both cases, the problem
is that the dom0's boot did not complete in a timely fashion.  At the
time osstest gave up waiting, this was running:

Those were both on Saturday evening.  I think there was some kind of
infrastructure problem - probably, the local DNS was broken.
