I don't know how common it is now, but on older ARM systems it wasn't
uncommon to reuse ISA type peripherals and the port space would be
mapped to a specific hardcoded MMIO region.

Even on modern h/w PCI host controllers have an MMIO region associated
with the I/O ports of the PCI cards on the bus.

All that said, I think it would be good to avoid doing anything with I/O
ports without a specific requirement arising from some h/w or the spec,
at least initially.
