If 'proper deb build target' means one like ubuntu (or debian which
I believe to be very similar) but without any custom code patches, yes,
I'll stick up my hand for that one. Note this makes more than one
package:

http://packages.ubuntu.com/search?keywords=xen-&searchon=names&suite=raring&section=all

which may or may not make it suitable as a 'tarball replacement'.

My approach would in essence be to borrow the Ubuntu/Debian packaging
and make it build with a proper debian/ directory, rather than using
a 'make deb' build target.

Bringing debian packaging upstream is (I believe) considered 'no bad
thing'.

I would however point out that there are others infinitely more
qualified than me to do this (Stefan Bader for instance - copied),
and such a person wants to do it I have no objection whatsoever.
