If we are allowing people to build a deb package from xen-unstable we
should do it right.
Also there are many reasons why somebody would want to rebuild his
own Xen package from xen-unstable instead of the deb source.

No matter what we think the objective of the deb target is, it cannot be
an excuse to do only half of the job.
Even if it is just for testing, I would want the init scripts to
be started automatically on my testbox, why should I do that manually?
