But beyond that, my concern is that Xen-4.3 is (as advertised) going to have qemu-xen as the default device model; no one needing HVM can currently use it at all (if they need live migrate which I guess most do). That's a bit of a jump. Xen docs currently same qemu-xen is supported. Nowhere does it say "save under HVM you can't live migrate". I'd argue lack of live migration for HVM *is* a bug. If you ignore the JSON stuff, the patch is quite small.
