I forgot to mention: there is a limit you can set in the hypervisor such that the balloon driver cannot go up past a certain point. And since 4.1, I think, it has been possible to set this limit to below what the VM currently has alloated -- the effect being, that as soon as the VM balloons down to that point, it cannot balloon back up.
