Ultimately I think it needs to be the toolstack so that it can control
if this gets written or not based on configuration should that become
necessary.

This is similar to how control/platform-feature-multiprocessor-suspend
is a feature of libxc but libxl still writes the node.

In general we tend to consider the toolstack as a matched set so in a
given release the toolstack is allowed to rely on features (and in
particular bugfixes) of xenstored in that release.
