[xen master] build: move $(compare-symbol-tables)

    build: move $(compare-symbol-tables)
    
    With the final linking logic now consolidated in scripts/Makefile.link,
    $(compare-symbol-tables) also doesn't need setting anymore in
    Kbuild.include.
