[xen master] build: move $(all-symbols-*)

    build: move $(all-symbols-*)
    
    With the final linking logic now consolidated in scripts/Makefile.link,
    $(all-symbols-*) also doesn't need setting anymore in (and passing down
    from) the top level Makefile.
