I try both C/S 19591 and 19634, it can be reproduced easily. this issue only exists when we boot up guest in X windows with SDL mode. if we boot it in a VNC desktop, even if we use 'sdl=1', we can not reproduce it. And more, this issue does not happen for Windows Guest, we can reproduce it with Linux guest only.
