On RHEL5u3 or F10 host with xen c/s 19739, creating a guest with SDL mode and
with vt-d device assigned statically, there will be twice device insert
operation in xend, which causes guest creation failure. See following logs:

[root@vt-nhm7 var]# xm cr xmexample.hvm
Using config file "./xmexample.hvm".
Error: Cannot pass-through PCI function '0x0:0x01:0x00.0x1@0x20'. Device model
reported an error: no free hotplug slots

With VNC mode, there is no such issue. And with xen c/s 19626, there is also no
such issue with SDL.
