I believe I have a workaround for this issue. Edit your
/etc/xensource-inventory file so that it has the keys

PRODUCT_NAME='XCP' # XCP must be in ALL CAPS!
PLATFORM_VERSION='1.1.0'

I have fixed the host installer so that you won't need to perform this
workaround in the next XCP 1.6 release.
