[Xen-API] XenServer 5.6 inbox ixgbe / igb driver doesn't set VLAN filter correctly

1. On the Xen Server 5.6, load the inbox ixgbe driver and enable VFs.

2. Create a Linux RHEL 5.5 guest on the Xen Server 5.6.

3. Assign a SR-IOV VF device to the guest.

4. Assign an IP address to the VF interface of the guest. Make sure  it can ping to the LAN 5. Create a VLAN with the VF interface, and assign an IP address to the VLAN interface.

6. ping to the test client via the VF’s VLAN interface, and didn’t get any response.

If the PF driver is igb driver, configuring the VLAN interface on the VF causes the Xen Server crashes.
