Maybe this can help:

Build xen-hypervisor 4.16 and xen-tools on Ubuntu 22.04 / 20.04 / 18.04 for PVH from source | werk21 blog

Thats how we install xen (we build an own deb-package for deploying - but for single node this should be a good way). Maybe on debian some package have similar names.
