The bug is fixed in kernel 4.15, but has not been addressed in the
current Arch Linux kernels.

For current kernel you will need custom built kernel.
With either CONFIG_INTEL_ATOMISP=n or patched with atomisp: use clock
framework for camera clocks [Pierre-Louis Bossart].

If you use Arch Linux as dom0, you could alternatively use pacstrap to
install your domU system, then chroot into the image and install your
custom kernel.
