Thanks for the help on this but (network-script dummy) did not solve the issue.  I read somewhere that (network-script none) might work but no change either.

Using:

net.ipv4.conf.p6p1.arp_ignore = 1
net.ipv4.conf.p6p1.arp_announce = 2

net.ipv4.conf.all.rp_filter = 0
net.ipv4.conf.all.arp_filter = 0
net.ipv4.conf.default.rp_filter = 1
net.ipv4.conf.default.arp_filter = 0

net.ipv4.conf.xenbr0.arp_filter = 0

sysctl -p does work at the moment even though it might be a hack.
