That's certainly not expected, do you see any kind of error messages in
the xl logs inside of /var/log/xen? You should look into the
xl-<domain_name>.log.X files.

Yes, this use-case should be supported, so it looks that what you are
seeing is a bug. Could you try the same with xen-unstable?
