To get rid of the need for testsigning it's necessary for drivers to be 
'realease signed' and in the case of Windows 10 this means that they have to be 
signed directly by Microsoft. To achieve all this certificates must be 
purchased and fees must be paid to Microsoft so budget is required from 
somewhere.
