It's not under Xen but
http://serverfault.com/questions/193114/linux-e1000e-intel-networking-driver-problems-galore-where-do-i-start
 suggests two things, some sort of EEPROM update and trying the pcie_aspm=off 
kernel parameter. I'd be inclined to try the pcie_aspm thing first.
