By setting EFI_VENDOR=arch you are asking for a copy of the hypervisor to be installed in /boot/efi/efi/arch (i.e. under EFI_MOUNTPOINT==/boot/efi by defaukt). By setting EFI_DIR you are also asking for a copy to be installed there too (with the full symlink suite). The default appears to be under /usr/lib Depending on which behaviour you are after you should drop either EFI_DIR or EFI_VENDOR from your cfg I think. I think the intention is that people only normally specify EFI_VENDOR.
