[Xen-users] ssh error while migrating VM

I have reinstall openssh-server/clinet so many times and even manually copied publica key to other computer but i can;t solve follwoing error:

ssh: connect to host 172.16.3.133 port 22: Connection refused

Is there any other protcoal instead of ssh?
