Hello again,

Solved my problem so instead of deleting the post, I am updating in case
others have the same issue.

It turns out that my default qemu was i386, which most likely has 32-bit
limits for addressing.

Added the following to my hvm config and it worked fine:

device_model_override="/usr/lib/xen/bin/qemu-dm"
device_model_version="qemu-xen-traditional"
