For Arch Linux, if you're using the AUR package, xendomains is broken because of the archinit.patch-- disable it in the PKGBUILD and xendomains should work as advertised. The patch made the xen stock scripts work with arch's sysvinit framework. On pure systemd systems, it'll fail.
One could make a case for xen including service files for systemd, but now that Linux has three or four major init systems, that seems like a task best left with the distros.
