The autostart is controlled from /etc/default/xendomains :
XENDOMAINS_AUTO=/etc/xen/auto

It is supposed to be set that way by default.
If you have not modified this setting, and it's still don't work, /var/log/xen/xend.log and /var/log/xen/xend-debug.log are your best advisors.
