I believe that Cloudstack supports Xen on Debian.

There are plenty depending on what you're looking for - openxenmanager and xen orchestra are both fairly straightforward web UIs, and openstack certainly would be a tool for managing hosts, pools, and VMs, although potentially overkill. My main experience has been with Convirture, but it's not compatible with Xen 4 (yet).
