If your definition of IAAS is simply "I want to have a server which
can run VMs", the using either xenserver, XCP, or some distro bundled
with xen and good documentation and support (e.g. RHEL/Centos5) should
be a good place to start.

If your definition of IAAS is more complex than that (e.g. you want to
be able to add users, allow users access to certain VMs only, etc),
then you should probably look at openstack or eucalyptus (both should
support xen in some form).

You need to read the documentation and howto for the solution that you
use. For example, if you decide that RHEL/Centos5 is enough, then
start by reading RHEL5's Virtualization Guide. If you choose other
solutions, read their appropriate documentation. As usual, Google is
your friend. Use it. Seriously.

If you want something that just works and don't want to bother looking
for or reading documentation, then just hire people to do it. For
example, Canonical offers on-site private cloud deployment with its
ubuntu cloud.
