Xen is hypervisor, and it did not care about 'VM creation'. Xen use term 'domain' and it somehow differ from VM. And no, Xen does not support callbacks.

You can expect them from toolstack (xend, xl or xapi), but unfortunately, no, they don't support them (AFAIK xapi definitively, not completely sure about xend).
