From previous threads, the suggestion have been
along the lines of what you'd need to do if they were physical servers. The suggestion I recall was that you insert scripts in your startup that will wait until required external services have started before exiting and allowing the boot process to continue.
In my case, I'm considering building a hosts file 
with all the key entries I need, and distributing 
that to most of my machines. That would deal with 
most of my problems. Just to remind me of this 
to-do, we had a power cut last week and so had to 
do a "cold start" with all the fun that entails :(
