GUI does not equal GPU passthru. In virtualization, VM's GUI is often accessed remotely (e.g. rdesktop/vnc). In that case, you don't need GPU passthru. Actually, you don't even need a GPU at all (IIRC some old sun x86 server don't even have a GPU). Usually you'll need GPU pasthru ONLY if you xen on your desktop/notebook, and directly use the monitor/keyboard/mouse to do something 3d-related (e.g play game) on the domU directly.
