Yes,
but just to clearify here: "installing under" may be a little bit confusing, 
because technically ubuntu will run as Dom0 under XEN.

There is no general answer. If you wont use XCP you have many different 
options here. Depending from what you need, what Xen kernel version do you 
want to run or want do to there could be different answers here.

There are i.e. very active communities with SuSe and Debian / Ubuntu and a 
large audience within CentOS. If you prefer source based distributions Gentoo 
may be the top choice (i'm personally hardly prefer Gentoo for most cases).
