Whenever my extra= line has xencons=tty, I don't get a desktop. If you omit 
it, or use xencons=xvc0, I get a desktop. This works for me:

extra = 'console=xvc0 console=hvc0 console=tty'

(The hvc0 is the pvops name for xvc0. I'm just covering all bases.)
