With normal PCI passthrough (VGA passthrough is definitely a no),
theoretically yes. But for some reason for my setup with ATI graphics
cards, the VNC display stops updating as soon as the login window
appears. Tablet input still works and I can disconnect and reconnect;
the display just stops at the "Starting Windows" part.

In device manager, the "Standard VGA Graphics Adapter" has the status
"Windows has stopped this device because it has reported problems.
(Code 43)".

Seems like the ATI drivers are doing something funny. Other than that,
I can get the pre-boot BIOS screen and even control the bootloader and
startup recovery over VNC.
