The easiest way is probably to follow the first half of the instructions 
on the XAPI on Debian wiki page 
(http://wiki.xen.org/xenwiki/XAPI_on_debian). From step 6, you can 
download all the packages listed, but you'll only want to install the 
ones named blktap.
