Hi Jon: I also noticed /etc/init.d/set-memory-target which seems to reset the memory based on configuration parameters and installed repos (/etc/xensource/installed-repos). Look in the script /etc/init.d/unplug-vcpus. Also, xapi will balloon dom0 using a formula based on the amount of physical ram in your machine. Have a look at http://support.citrix.com/article/CTX124259 -the procedure for XCP should be roughly similar. Hope this helps.
