The only method I found that worked was to ensure the device exists at boot time, then you can change the CD at any time without a reboot. Though I also found very strange behaviour within windows if I tried to 'remove' the CD by pointing it to /dev/null.... Perhaps it would be better to create a "blank cd" ie, an iso file with no files in it to use as the bootup iso file. This was with windows 2008R2 and debian lenny xen... PS, the only other option I can think of is you might need to manually allocate a drive letter in windows before it will show up in My Computer... Hope this helps...
