[Xen-users] XCP XCCS load-balancer ver 0.3

Greetings all:
   I've released ver 0.3 of the XCCS load-balancer for XCP. Changes 
include error checking (now ignores down slave hosts and checks to be 
sure there's more than one running host in the cloud), more verbose 
information about what it's doing when, and now makes 5 rebalance passes 
 per run for faster convergence.
