Dom0 doesn't respond to ping or anything else. I'm guessing it has to do with spanning tree (portfast) setting on your switch. Try changing you current setting. When functioning as Xen dom0, the server will behave (networking-wise) more like a switch instead of a single host, so some adjustments might be required on your uplink switches.
