i use redhat cluster my os version is 5.4. I have a three-node cluster and clustered VG (XenVG) with many LV (one for each VM). After a cluster reboot I’m not able to restart clvmd anymore due to vgscan hangs. I've had this issue too. It isn't a Xen issue, it's a cluster problem. I've found that clvmd sits there waiting on a lock one of the other nodes holds open. I haven't yet found how to determine which node it is that's doing it, so maybe there's some magic out there to accomplish that. Make sure you shut down the node by turning off all of your domU's, `lvchange -an,` then shutdown clvmd and cman before rebooting.
